The intervention proposal is based on a total area of 9,000 m2 on the outskirts of Albufeira's urban sprawl. The proposal is based on a set of intervention principles that are listed below:

Implementing an inclusive design for the space, minimising architectural barriers by using materials that facilitate circulation for people with reduced mobility;

Requalification of the green spaces that have already been built, adjusting the solutions used in order to reduce maintenance and guarantee a stable vegetation cover;

Integration of planted areas adapted to the site's soil and climate conditions in order to complement the existing plant complex;

Improving the crossing conditions of the intervention area in order to minimise high slopes and altimetric variation;

Creation and diversification of leisure areas for multifaceted use, including the integration of new street furniture;

The intervention area is mostly surrounded by single-family homes and is already served by a road network and car parking spaces.

The site currently has a formal network of paths, which are in a poor state of repair and devoid of recreational uses. The existing arboreal vegetation is well-developed and most of it is in good phytosanitary condition, which is why it was taken into account in the development of the Preliminary Study and subsequently formalised in the Detailed Design.

The aim of enhancing this area is to design recreational and sustainable opportunities in order to create a comfortable and dynamic space for users of the area.

New facilities have been planned, significantly enhancing the space's ability to be used without directly de-characterising it. The new features include:

Creation of a large open square, recreating elements found in 19th century gardens through a modernised interpretation, from the symmetry of the paving to the existence of a water mirror and other elements such as a pergola/patio. This square will allow parties, events and other events to take place, boosting the diversity of uses that the intervention area has not had until now. Adjacent to the square, a multifunctional transition space will be created that can be used, for example, for StreetFood.

Car circulation around the new square, with the addition of fifty-one parking spaces, two of which are accessible.

Creation of a network of footpaths meandering along the slopes, punctuated with benches overshadowed by pergolas.

Taking advantage of the new network of footpaths, it is proposed to create two grassy areas, one served by a naturalised amphitheatre that takes advantage of one of the existing slopes, the other larger, which will allow informal free use of the space.

Requalification of the existing crossing, making it more comfortable by widening it, adding ramps and stairs for greater support and ease in the elevation transition. An element to highlight in this crossing will be the reinterpretation of a typical 19th century pergola that will accompany the entire crossing and add a high aesthetic, differentiating and functional value to this crossing.

The project is based on a set of intervention principles, which are listed below:

Inventory of all existing trees;

Delimitation of perimeters to protect existing trees, thus preventing damage in the medium to long term;

Provision of a functional programme compatible with the areas suitable for intervention;

Integration of urban leisure furniture to enable people to enjoy this leisure and recreational area.

DESCRIPTION OF THE PROPOSAL

Based on the aforementioned assumptions, the existing trees were surveyed.

It is planned to preserve all the existing cork oaks (with the exception of one specimen that is already dead) and to cut down four grevilleas (Grevillea robusta), a species introduced during the construction of the local road. These four specimens show significant damage that jeopardises their vegetative viability, which is why this proposal calls for their felling.

By measuring the Perimeter at Breast Height, the respective Diameter at Breast Height was determined, a metric used to determine the Critical Root Zone according to Coder (1996) and Fite and Smiley (2008). In order to avoid transformations of the local relief, the areas defined as slopes by the topographic survey that served as the basis for this Preliminary Study were also taken into account. The existing cycle path will also be preserved.

Once the analysis was complete, the intervention programme was defined:

Installation of a kiosk with an adjacent esplanade area;

Definition of areas for relaxation and leisure equipped with street furniture and physical exercise (streetworkout);

Maintenance of the existing cycle path and its upgrading;

Compensation for culls to be carried out, in accordance with the applicable legislation (Law no. 59/2021, of 18 August);

Inclusion of a shrub curtain adjacent to the plots bordering the intervention area.

With the intention of creating a new local parking area, the project promoted the following programme:

Coherent urban integration of the new car park through the creation of a new green space for public use.

Creation of a new Street Workout park;

Resolution of altimetric discrepancies resulting from the creation of the new car park.

New pedestrian link between the Street Workout park and Rua dos Oceanos.

Promoting green spaces with low maintenance and water consumption.

With these intentions in mind, Parque do Pontal is described in terms of the following components:

Perimeter paths: Walks associated with existing roads. On Rua da Central there is an alignment of Celtis australis, which has been fully preserved and is now continued along the walkway that follows Rua dos Oceanos, with the same species. The confident route with Rua do Oceano Atlântico remains unchanged.

Car park: A 93-space car park with two access points - on Rua dos Oceanos and Rua da Central - and a retaining wall has been designed at the end of the street, bordering Rua do Oceano Atlântico.

Usufruct area: Taking advantage of the local topography, a platform for community use was defined, which is divided into two spaces:

Recreational lawn: With a total area of approximately 540 square metres, it creates a large multifunctional space where the local population can enjoy leisure activities in complete safety and well-being.

Street Workout Park: With a total area of 430 square metres, this is an outdoor sports park comprising 7 pieces of sports equipment (which can be used simultaneously by up to 18 people):

French triple push-up bar;

Double parallel bar;

Bench for abs;

Triple level bench;

Classic monkey bar with Swedish wall and two pull-up bars;

Kenguru freestyle;

Ground parallel bars.

The entire area is equipped with safety flooring and its southern boundary is materialised with a bench wall that ends up creating a seating area with an unobstructed view of the lawn and the sports practice area (allowing parents to keep an active eye on their children while they play).

Pedestrian link between R. Oceano Índico and the recreational area: Creation of an exclusively pedestrian route between the southern street and the recreational area, respecting the limitations imposed by accessibility legislation.

As this is a central junction in Quarteira, the project started with the following intervention guidelines:

The proposal should adopt an iconic language that allows the traffic circle to be easily recognized by everyone, evoking the semiology that the site contains.

The regulated and careful use of plant material in the face of the rising cost of water for future irrigation. Parallel to the present condition.

The need for durable, easy-to-maintain solutions, since these spaces will be preserved using the Quarteira Parish Council's own resources. This justifies the use of inert materials and low-maintenance species, to the detriment of more intensive maintenance solutions (e.g. lawns).

Compliance with all applicable legislation for the location in question, particularly with regard to pedestrian accessibility or the signposting of traffic lanes (particularly at the traffic circle). The aim is to avoid conflicts with public bodies with responsibility for the location in question at later stages of the project and/or construction work.

Evaluation of the existing street lighting, with a careful intervention to provide light coverage in keeping with the centrality in question.

Assuming this set of assumptions, and recognizing the inseparable link between Quarteira and the sea (a link that is clearly reflected in the visual image of the Quarteira Parish Council), it became clear to ALA that there was a need to incorporate this representation into the main entry point to the city.

At the traffic circle, the space that will have the greatest visual impact on passers-by, the formalization of the traffic circle has been completely overhauled, abandoning the current occupation with a lawn and four palm trees for a composition that highlights the wave and the sea as an identifying element of Quarteira. This reference is materialized through a set of cor-ten steel elements, whose profiles resemble waves and whose implementation promotes a dynamic reading of the surroundings of this road access junction. These elements are complemented by five flowerbeds with understory species that will ensure the chromatic diversity that this space so desperately needs.

The cor-ten steel “waves” that will be the only element built here. They will be built using four metal profiles of varying heights. These elements will be supported by an internal structure which will ensure their integrity and will be the means by which they will be fixed to the ground (using concrete masses).

In terms of vegetation, one of the existing palm trees was transplanted and the other three preserved. This highlights the pre-existing axis, visually balancing the composition of the whole. As for the sub-arboreal extract, a different species is proposed for each of the five proposed beds, with priority given to those that allow the formation of dense and visually balanced clumps.

The intervention on the stretch of Avenida Sá Carneiro in Quarteira, Loulé, followed the following guidelines:

Intervention on a busy road, particularly during the summer period. This conditions the vegetation to be proposed;

The existing tree vegetation needs to be systematically assessed;

Use of undergrowth as a deterrent to pedestrians crossing outside the existing crosswalks;

The need to rationalize water consumption in green spaces;

The need to design a set of low-maintenance green spaces that ensure scenic and colorful enhancement.

The stretch of Avenida Francisco Sá Carneiro proposed for landscaping was the result of a public work of great significance for the town of Quarteira, which indelibly marked its urban development. Following this work, and as a way of reinforcing its importance, the green spaces associated with this road were designed to create a modern and unique image in the regional context. The exclusive use of ornamental lawns (with little or no capacity for use) is a clear sign of a model that today can be said to be outdated.

Once the areas to be densified with new tree planting had been identified, two types of species to be used were established: a central separator, in which priority was given to large trees that would not interfere with car traffic, and trees with a markedly ornamental nature in the separators on the sides of the carriageways.

As for the sub-arboreal extract (ornamental shrubs and herbaceous plants), its use was limited to the central divider and its primary purpose was to create a physical barrier to the pedestrian crossing of Avenida Sá Carneiro. Priority was given to ornamental grasses, a group of low-maintenance plants that consume little water and are highly resistant to pests and diseases.

As already mentioned, all the separators that have been targeted are currently covered in grass. Although the irrigation system installed minimizes water consumption (underground drip irrigation), it is still a waste of a finite resource that needs to be corrected. This is why this proposal opted to use a set of five different inert materials to cover the soil. These aggregates, as well as guaranteeing a significant diversity of colors, also help to conserve moisture in the soil, substantially reducing losses due to direct evaporation of water and allowing for a reduction in the watering times needed for the plants to survive.

The above-mentioned inert materials are placed on an anti-weed screen of a type that ensures a drastic reduction in unwanted weeds in planted areas without compromising their permeability. To prevent the aggregates from mixing with each other, it is proposed that they be divided using a 3mm corten steel profile.
